Custom website vs website templates: Which should I pick?

Hi, I need a website designed that can be two pages for selling online bushwear (clothing, caps, beaneas etc.), not more that 20 items at this stage, persons must be able to chosse the item with relevant colour, quantity, size and this must go to the shopping basket and must hbe paid via a debit card \ credit card. I would like to be able to change (backend) the shirt photos, text on the webpage as and when required. I Need a website like a Business Card site. Clients join site via password and enter their business details on website and then they generate a QR-Code, which they have printed on their business card(s). Their clients can then scan their QR-Code on their business card with the camera on their smart phones, which will take them to the business/company/person's information page.

I am looking to build an eCommerce website with management system that I will be able to control once the build is finished. I am also looking for assistance with paid Google and Facebook ad re-targeting campaigns for lead gen and direct sales. Still in process to buy new business. Dont have the business yet, wont have time to do the digital marketing his manager for digital marketing.
Basically I am writinga Business plan. Whereby, it will be a shopping complex that also is a gaming centre. PlayStations, go-kart car racing. RC cars restaurant, dry cleaner. For now I just want a company that is doing website design only for a quote as to how much would it cost to design me such a website whereby even clients can order online. Pay online. We looked at using Shopify as the web builder, they have most of the key aspects needed for such a site. Adding other functions does become harder. Our website will consist of three different product types, namely Vinyl, Laminated and SPC. Each has 3-5 ranges. Average 5 product per range. In total there are 60 items currently available that we will show to our customers. The key is to make our website as eye catching as possible, but still keep the navigation as simple as possible for clients. From product selection to visualizer, floor calculator, then checkout cart must be extremely easy for clients to navigate.
