He tried but what he found was that the wiring had been tampered with and all he could do was again bypass but told me to get the help of a professional

The house was ransacked years ago and not only was the electricity meter stolen, but a lot of the wiring also. I have old metal gates that my late dad put in years ago. I had palisades put in to heighten the walls, to make the property more secure. Now I need the gates heightened by joining them to a metal base that must be made. I will accept advice on best method and materials to use. I also want to convert these gates from swing gates to folding sliding gates placed onto a metal rail. I attach a rough schematic. I attach pictures taken of the palisade installation. It can be see that the gates need a base to be made to heighten per schematic attached. Please advise.

We want to extend an existing 3 phase connection with about 15 meters (and drill through 3 walls).
