Want to add a 1st level to my existing house turn it into a double story. The architect I hired draw a draft and lied about submission, when I checked with the municipality they never received my plan🙄

we have a sq mtrs land in morningside manor. we want to develop it into 8 to 10 townhouses. it is currently zoned Res1 and we need to apply for rezoning to Res2. we require architectural drawings and plans to start the process. thanks regards
