How much will an interior designer cost me?

I recently purchased a new home. There is about 80 m2 of the house I wish to remodel into a flat, for rental purposes. The house is set out in such a way that this area can have its own entrance, and be complete private. This is the idea I do have. The area is a big open area at this stage (imagine a big hall) and it is part of the current house with roof and wiring. Please note I do have a corner home. So there is a lot that we can do, I simply need your expertise in what would be the best possible solution, and stay with in the rules and regulations. Also an update on the building plans would be required in order to add the possible adjustments. I do have the current plans. An onsite visit will be needed to provide ideas and then if all is in order, the new plans need to be drawn. I do require an estimate for the onsite visit and the possible plans.
Have drips and drabs of approved plans. Would like to have everything on one council approved plan. Lapa and storeroom might have to be demolished if it cant be legally classified as outbuildings. Would like sensible suggestions on things to improve e.g. making my hatchback garage a normal length garage, adding an outside braai place, changing the street facin boundary wall so that its not triangular with hiding places for potential criminals, updating the windows etc. Potentially add staff quarters on top of garage.
A double storey building. 1st Foor - 2 bedroom( 1 with ensuite and walk in dressing room and a separate full bathroom), Lounge Dining room, kitchen with scallery, theater room, Livingroom, Double Garage with one go through. Second Floor - 3 bedroom with all ensuit bath rooms, dressing rooms and balconies, Bejama Lounge with open balcony and braai place.
Only Gym is on first floor. We want to extend first floor and have 3 kids bedrooms with ensuite and walk in closet and study area. Kids rooms to be above average size .We want a linen room,a laundry, pajama lounge with kitchenette . A 30 sq office, A master bedroom with ensuite ,walk in closet , small lounge. All upstairs rooms to have Aircon and master bedroom and pajama lounge to have fire place . The master bedroom on ground floor need to be demolished to create more play space. The two ground floor kids bedroom to be converted in a playroom . House has two kitchens. One kitchen must become pantry. Bedrooms ,office and pajama lounge needs balcony. The whole house needs to be re-roofed with proper truses. Plans to be commenced as soon as possible.

I’d like to experiment with rammed earth and mud flooring for this project. The project is to extend an attic space and its small balcony into a larger room with a workspace & to ensure that the structure is sitting strong. I’d also like to renovate the flooring for the room beneath the attic. I have attached some reference images for what I would like the space to look like. I want to break down my bathroom wall and extend the bathroom onto the porch. The porch will then be extended towards the the boundary of the yard. I want to build a boundary wall that sort of links with the porch through steps from the outside. There should not be any space between the porch and the boundary wall.

Goodday I have drawn a sketch of what I would like I would be happy to send so you can have an idea of what I would like. It's one block of flat containing 2 units on ground floor and two units on first floor each unit is 36sqm in size containing all identical in design. We intend acquiring a farm and rezone it into a commercial-cum- residential facilities, where we are looking at establishing Media Skills Academy in "Video, Film and Television, as well as Radio Production. around Dayton/Cullinan east of Pretoria. Within the visastructure of the envisaged facility to encompass Audio-Visual Studio, lecture rooms. Within the envisaged structure we intend having a fully-fledged studio which will be used a " Production House" and "Post Production" encompassing "Linear and Non-Linear, as well as Final Mixing, as well as Radio Studio and Music Recording Studio.
