I had a double garage which I need to convert into a 2 bedroom flat. bottom section about 35 squares and the bedrooms must both be upstairs. Downstairs a open plan kitchen, and a shower with toilet and basin. I also need to include 2 Wendy houses and a area that was enclosed by the previous owner without a plan. My pool also collapsed and I want to build a brick/cement pool which will be smaller than the original.
WE are going to demolish building that has burnt down. Rebuild a small shopping centre, with one key tenant on the first floor. and smaller tenants on the ground floor. this is a historical building, so the original external will need to be designed the same.

I had a very useful conversation with Mr Nasrodien Flores of the City of CT, Southern District. (- ) who said: a) We should have put in a planning application for building at Erf . This application needs to be drawn up by an architect or draftsman who will also take us through the process with the City. It will take at least 30 days to be approved. He thinks an application for a shed being used for materials storage is very likely to be approved. b) We have already incurred a penalty for having put up the structure illegally. c) Looking at the very large building footprint on the property as it stands (he includes all the carport and paved area as building), he thinks it is likely that our application will trigger the need for a second application – this a LANDUSE application. This would be to ask for a waiver on the rule that building footprint should not constitute more than 75% of the land. He thinks this would be approved but would take up to 90 days. Again the architect/ draftsperson would measure up and guide as to whether this was needed. d) He also says it is possible that the property is already in infringement of bylaws as they stand. In other words the owner may have made improvements/ changes without plans. If this is the case, draftsperson will pick this up by a comparison of the current property and the plans that are registered. He will have to make a THIRD APPLICATION in this case which will trigger a fine for which the landlord is liable. This will no doubt not please him. Please could you quote for coming on site to draw up the necessary plans and for taking whichever applications are needed through council. We would be very grateful if this could be done as soon as possible so that we can be compliant.
