Bought house...garage Roof with Fibre sheeting and support is non compliant. Roof needs redesigning and replaced with possibility of extra gutters installed.

We need to insulate roof with either wood foam spray(?) or pink stuff. Which is better and which is more cost effective? It's upstairs already in the roof so little space between ceiling and tiles. Hence very hot! We're in St Francis Bay. Any advice? Thanks!
