When do I need a building permit in South Africa?

I want to renovate a property by extending upwards. existing house will be made open plan. We want to breakdown the current house interior wall and we want the kitchen to be remodelled break down all the walls of the existing house and then upstairs I want an open plan so that i can have 3 bedrooms upstairs.
We need house plans drawn up on our house as is. we are looking at selling our property but the municipality does not have any house plans on their system for the house. so we need someone to draw up plans on the current structure of the property so that we can submit to the counsel as existing. Some alterations have been made to the property over years. I believe the plans have not been updated. I am in the process of selling the property. I currently live in a two bedroom two garage home in Heuweloord Ext 3 on a 1 hector land. I wish to remodel and extend the house to a four bedroom double story home. The downstairs should have a kitchen, sitting room and a dining room, one bedroom and a bathroom that should be used as a dual laundry room. The upper floor should have 3 bedrooms and two bathrooms. the main bedroom should have an en-suit and a walk in closet. The two other bedrooms should have the Jack and Jill bathroom style. I also need a study and a spacious balcony overlooking the N14 highway.
